Every two years the art establishment descends on Venice to anoint the leading art nation in the world. Each country is represented by its own pavilion. Yet last summer,Germany's curator Nicolaus Schafhausen caused something of an earthquake by picking a British artist - Liam Gillick - for his pavilion. It was the first time a major art nation had not selected a domestic artist. So has this audacious move paid off?
